Rarely, the blur will glitch out and the motion blur will show when you're panning the camera (as opposed to rotating around a point). Cycling the blur settings fixes it. No idea what causes this. The first time I had it, I thought SE had broken for some reason and did a reinstall XD , later found out that it wasn't even neccesary to do that.
Could also be when you're far enough from a binary (or other multiple) for the glowing 'false sun' to show on the central barycenter, it'll jitter and show a motion blur when you rotate the system.

| Yeah, SmjJames, that's an intentional feature. You cycle through the 3 modes with "B".
I think what SE is referring to is an occasional positional glitch, where the light-trail will dance away slightly from the star-sprite.
Or perhaps how, when dollying around a star at such distance as for the star to have a small angular diameter, a trail will appear in the opposite direction to the dolly, despite the star remaining stationary in the viewport - and thus, warranting no motion blur.
Another glitch I've noticed is how, from a certain distance, a star sprite, and even sometimes a lens flare, will be emitted from multi-star system's barycentre - even if you're still close enough to see the constituent stars. But that one's not motion blur related.

oh, and my second question: when will SE support volumetric clouds and realistic water surfaces with shaders and 3D waves like in all the other of today's games?

There is no release date for 0.97. Just keep checking back, it should be pretty close to finished.
As for the clouds and waves, not in 0.97. It's impossible to predict when they will be implemented. They'll just be done when they're done.
