I can remember the days of the 56K dialup modems, download speeds only 5 or 6 kB per second; downloading a file of 600 MB would back then have taken almost a full (24 HOUR) day!

I agree with this: make the standard download page have only the link to the full update to prevent herpderps from downloading just a patch and then complaining there's a bug, but also have a link to a patch without textures that are already in 0.96 in a forum thread would help for those who already have it. It would also save a lot of bandwidth on the download server.

In my opinion, the best way to put it is that SE fills in the blanks- the real universe is there- charted galaxies, stars, etc. It's surrounded by the "fictional" artificial terrain.
How about a version with very low resolution textures? Anything's better than nothing.

If you want low res textures, you can do that yourself with the existing ones: delete the high level tiles, or for the single image ones just downres them. Not sure why you'd want to, but even so it would not require a special release.

It would still make more sense to release a no-texture version alongside the regular version than to release a low texture version though.
