You're right, mercury is a very rare element. It is massive than iron, so it can't be created in stars by fusion reactions, but only via neutron capture in supernovae explosion.

They take a lot of liberties with hard science in order to create the gameplay environment that best fits their vision (and I fully support them in this). Nearly all of the worlds in KSP at present are impossible, so even if a world has something like mercury oceans it has no bearing on anything. They don't claim to be creating a truly realistic universe, and their universe isn't real. KSP and reality are in almost every way irrelevant to each other on the subject of astronomy.
