Anyway, neon rivers on Pluto are physically impossible. Pluto is WAY too warm and has WAY too little atmosphere to support liquid neon. Neon is also only liquid in a very small range of temperatures, so it would change phase very easily. If Pluto were 15K colder and had an atmosphere almost as thick as Earth's, then MAYBE it could have liquid neon. Otherwise, no, not on the surface.
