I once did some measurements with the Unihedron sky quality meter before and after the winter's first snow. The snow on the ground caused a 3x increase in sky brightness here. So if you have snow, the light pollution problem increases.

 Added (18.03.2014, 14:32) --------------------------------------------- Also, if we want to talk light pollution; I've always lived around the Philadelphia region; near a giant city like that you barely see anything. Often, there's so much light reflected around that the sky is still a little bright even at midnight (depending on the weather)- it's like a dark, pale yellow-grey.
