Seriously though, it's really impressive that the tracking for the laser weapon is so accurate that it can pinpoint a specific spot on a flying plane from a moving and rolling ship, and maintain that for several seconds like that.

Since you brought it up, the RQ-4B Global Hawk - a "drone" - has a wingspan of 40 meters and a mass of 14628 kilograms: nearly 15 tons. The Rutan VariEze - a "plane" - has a mass of 476 kg, less than half a ton.
[EDIT] And before you dismiss me for having cited extreme examples (which I did), let me point out that the MQ-9 Reaper, which is often employed for those infamous drone strikes, has a mass of 4.7 tons and is used frequently by various U.S. and international government agencies, including NASA. Its predecessor, the even more ubiquitous MQ-1 Predator, also has a mass in excess of one ton. In comparison, the Cessna 172 - one of the most common aircraft in the world - also has a mass of slightly more than one ton, approximately the size of the MQ-1 and much smaller than the MQ-9.
You should probably seek a deeper understanding of aircraft design and classification.

And I didn't say that drones can't be in the tonne range (or gram range for that matter). Just that this one appears to be in the kg range (which also is typical).

It is meant to be used against small drones like the one shown in the video, small boats, and to interfere with optical sensor systems. Its effectiveness against something like an F-16 is irrelevant since that is not the type of target it is designed for.
