Well, the last 512mb of memory just has REALLY low bandwidth compared to the rest.

| Sounds not like a bug, but a deliberate design decision. Technically, it has 4 GB of memory, technically it has a certain performance, so they have all the boxes ticked and speculated that they could get away with it even if everything they claim isn't valid at the same time. The industry does that all the time. The card has 4 GB, even if it uses carrier pidgeons to address the last 512 MB.
