| Well if your around a black hole, the planet is moving very fast (almost sub-light) and anything that hits it will have bad consequences. If you have 2 different planets around it, they orbit at different speeds, so they have different systems, if life exists and it is intelligent enough to understand the concept of time. Why would they want to use the same system in the first place, would they even understand, plank and stuff like that?
To evolve takes time, and that is time planets around black holes don't have, if the black hole sucks up a star the planet is heavily irradiated and devoid of life. And planets anyway around black holes are probably frozen over, and if there is life it is under and underneath there is no way to see how the planet moves and orbits around the black hole. Life would be like fish, and fish aren't that intelligent, how would they make fire? Electricity?

Depends how precise you need to be. If using GPS, different planets can definitely have sufficiently different rates of time to be important.

| For one, what if it was humans, one day in the distant future when we have easy interstellar travel and can colonize almost anywhere we want? Would we still use a 365-day year on both planets even if it makes no sense? And if they were at least at the point of knowing about physics as us, yes, they would know about Plank Times as it is a part of physics, not just something we came up with.
Not necessarily, and in fact if it is orbiting a stellar mass black hole with either an accretion disk or a star orbiting it at a safe distance, if the planet is at the right distance then it could be quite possible for a planet to be Earthlike enough to have intelligent life. And if nothing else, we don't know the limits of what life can be or what can be considered life and almost everyone has a different approach the problem of whether something is intelligent (however in this case, we can define intelligent as a species that has at least the same knowledge of physics as us) but life could become intelligent in other environments than ours, so it doesn't even have to have a high ESI. A planet could be completely frozen over with nearly none or no atmosphere at all and still have intelligent life for all we know. Two species on two different planets with two different distances from a black hole would indeed start out with two different systems of time but what happens when they find out about each other and start communicating, what system are they going to use?
With GPS and satellites, yes, for two different planets (Even Earth and Mars, for example) would have different time rates, but that's measured in milliseconds because the effect isn't huge. Using Plank Times would fix this however because despite one Plank Time seeming longer on one planet than another due to the slight relativistic effects of planet mass, it's still the same amount of quantized time and so it's a universal system that everyone can use in any system, even around a black hole or in another galaxy measuring time that way gives the same results everywhere.

| If they are on different planets, they would use different systems regardless of species. Or they could somehow use the same system, I'm not sure. But for now it would be best to switch over to the 13 month system.
