Yes, look in procedural galaxies. It seems that all supermassive black holes in catalog galaxies don't have accretion disks. Also, not all procedural black holes have disks, but many do.
You can also find intermediate mass black holes in the centers of globular clusters, and stellar mass black holes by using the search (shift+F3, recommend increasing search distance to something like 50-100ly and use search settings > main star > black hole). They're marked with an X. You an also see if they have an accretion disk in the system preview (F2).
