Too much panspermia on jovians

| Go to epsilion indi to see what I'm talking about, where the gas giants all have giant space jellyfish [it was so unique to me that I renamed epsilion indi the jelly system]. I thought this was a exceptional find until seeing it in some other star systems that were random gen. I also recall other people reporting a star system with all the gas giants having floaters.
I don't believe this is supposed to happen, it seems to be a bug with the panspermia mechanic which may make sense for rocky worlds but how does life spread between gas giants? I am convinced that this is a glitch seeing that gas giants with life should be a 1/100 find [given the 0.010 probability in the config].
Any way to fix this from the configs?

| This is a known issue, and it will be fixed in the next version. But you should have posted this in the bug report thread rather than make a new one.
