Design for an "active" (magnetic) spacecraft shield

It talks about magnetic shielding for spacecraft, and how there would have to be a "null" area where the magnetic field cancels out for it all to work.

If I'm reading it all correctly, this would require magnets in the shape of a torus around the ship, right? I'm not sure if I understand exactly what it's saying. How would I construct such a device, assuming I had some kind of on board reactor with all the power I could ever ask for?
