IrfanView is good for that. The max width an image can have in the forum layout is 720 px, so that's a good thing to resize to. Also, the thumbnails should be JPG to keep size manageable.

You can use tools like ImageMagick and Gimp from commandline. The latter has extensive scripting support, but for simple tasks like resizing a bunch of images, ImageMagick is straight-forward.
